Gen. Karl Heinz Lather
Gen. Karl Heinz Lather was born in Kehna, Marburg in 1948. His live in army goes back in 1968 when he started trainings to become officer for artillery. He joined the Armed Artillery Battalion 135 in Wetzlar in 1970 and has served as instructor in the Idar Oberstein School of Artillery before taking command of the Battalion of Field Artillery 21 in Schwalmstadt. Since then, he has served for various military divisions and battalions. He was SFOR commander at the time when NATO entered in Kosovo and had considerable experience in NATO operations in the military and political aspect. Gen. Lather is a four-star general and honored with many titles.
General Lather is lecturer and chairman of the Council of ISPE College.
Prof. Bajram Nuhiu,
Has complited the University studies at the Pedagocical High School (PHS), profile Physics – Chemistry in Pristina. Security Politics and Master studies in European Studies – profile EU Policies at the ISPE College. He is PhD Candidate at the International University of Novi Pazar. He has completed various professional trainings in Kosovo and abroad including the Leaders Program in Advanced Security Studies at “George C. Marshall – European Center for Security Studies” in Germany and at ILEA Center in Hungary.
He works at the Kosovo Police and is lecturer at the ISPE College.
Prof. Dr. Shkëndi Çili,
She was born in Labinot- Fushë, Elbasan in 20 March 1987. She has studied at the University of “Aleksandër Xhuvani” in Elbasan, the department of Social Sciencies, profile Philosophy – Sociology. She has specialised at the European University of Tirana, the department of Economy, profile: Managment of Human Resources and Career” In the continuation of her academic she has attended the studies at the EUT specialised as Lawyer and Doctor of Science in Law, profile Private Law. For one year period of time, she has attended Interactive English Language School në Brighton dhe Hove, England, and is certified in academic IELTS in London.
She has worked as Coordinator of Mapo Media in Tirana and for several years as Lawyer at the Directory of Central Archive of Social Insurances in Tirana, Albania. She is author of several articles in national and international level in the field of Law.
Actually, she is lecturer at the ISPE College.
Leutrim Morina,
Graduated in European Integrated Studies at the ISPE College. During his studies, he was the Leader of the Organization of European Students of ISPE College and then he was commited in various youth activites such as: interships, summer schools, conferencies, trainings, he is winner of various study scholarships and member of 16th generation of the Political School – Pristina Institute for Political Studies – PIPS.
Actually, he is comitted as assistent at the ISPE College.
Dr. Rifat Demalija,
Has completed the Doctoral Studies for Political Sciences and International Relations at the European University of Tirana, Albania in 2011. Since 1999 he has been committed in NGO-s in national and international level and has an diverse experience as prominent activist, director and coordinator of many projects with partners from different countries.
Mr. Demalija is the founder of Center for Youth Progress and since 2014 is a contact point of Erasmus+ Program (Youth in Action) in Albania. He has taken part in various scientific conferencies and international projects.
Actually, he is Lecture at the ISPE College.
Prof Petrit Perhati
He was born in February 1963 in Diber, Albania. In July 1986, he is graduated as senior financier at the Faculty of Economy, Agricultural University of Tirana. In the years 1987 – 1992 he has worked as financier clerk, accounter at the Municipality of Diber, while in the years 1992-1995 as a Chairman of the Economic Branch of Trade Undertaking of Diber Municipality. From the year 1996 until 2014 he has worked as Director of Economic Department in several public and private undertakings headquarted in Tirana and with extension of their activity in some regions of the Republic of Albania.
With a long experience in finance management, he is known as a qualified professional. He has taken part in several scientific national and international conferencies and has published several scienific articles for scientific journals insode and abroad of Albania.
In 2012 he has completed the Doctoral Studies at the European Univeristy of Tirana in Economy, profile Management.
Dr. Zemaida Kastrati Mozali
She holds a Master Degree in “European Studies” from Kapodystrian University of Athens, a postgraduate Diploma in Diplomacy from University of Malta and a PhD from University of Tirana. Mrs. Mozali has been the Director of Foreign Relations in Shkodra Municipality for a couple of years and at the same time a Senior Lecturer at University of Shkodra and abroad.
Mrs. Mozali is the author of the book “EU integration, problems and perspectives”, supported by EU Delegation in Albania, and has published many other articles on Diplomacy and International Relations in prestigious magazines and scientific journals.
Recently, she has worked in the Parliament of Albania, Department of Foreign Affairs and currently is a lecturer at ISPE College and formerly at UAMD.
Dr. MUHAMET BERISHA
In the year 2002 has graduated at the Faculty of Law of the University of Pristina. In 2012 completed Master degree at the University of Pristina, profile International law (Ma.sc) and in 2016 completed the Doctoral studies at the European University of Tirana, profile International Law and received the scientific degree “Doctor of science”
He is author of many scientific publications, has participated in various training programs, seminars and national and international conferences concerning security issues, including the advanced security studies in the International Academy of Law Enforcement in Budapest Hungary and Roswell –USA ((Academic Criminal Justice Training dhe Anti Corruption Policy Forum) and Leadership Strengthening – American University in Bulgaria.
He was team-leader of many governmental working groups for drafting legislation, secondary legislation and strategies at national level.
Actually, he works as Chief of Cabinet of the General Director of the Kosovo Police. He is lecturer at ISPE College.
Prof. Naim Gashi
Was born on 05.12.1976 in Dobërdol, Podujeva
He has graduated at the Faculty of Economy of the University of Pristina in Kosovo; master degree at the South Eastern European University in Macedonia, currently is continuing PhD studies. He has professional and academic experience in Austria, Italy and UK.
Since 10 years now, he has been dealing with media and publications, he is founder of a business consulting company, while has designed and managed various important projects in private sector in Kosovo. He is a member of board of RTK (Radio Television of Kosovo) and the Chairman of the Audit Committee in the public broadcaster.
Mr. Gashi is analyst and columnist of economic issues in many local and international media.
He is lecturer of modules of Macroeconomics and Economic and monetary Union.
Prof. Behxhet Dibrani
Prof. Behxhet Dibrani (PhD Candidate) has completed hic basic university studies at the University of Pristina, Faculty of Phylosophy, Department of History in the year 2000, he also completed his master studies in the profile modern history in the year 2010.
In the years 2000-2009 has worked at UNMIK, since the year 2010 works for the American Emassy in Pristina. Actually, he is lecturer at the ISPE.
Prof. Abdullah Jashari
Has completed the university and post-univeristy studies at the Faculty of Mathematical and Natural Sciences, profile Mathematics at the University of Pristina. Mr. Jashari has conducted study visits in the United States of America (USA) at the Tawson University, Maryland as part of SEEYLI Program.
Mr. Abdullah Jashari is teaching assistant at the ISPE College.
Dr. Fatbardha Shpati
In the years 2004-2009, has complited the studies at the Faculty of Agriculture and Environment, Department of Horticulture, at the Agricultural University of Tirana and is graduated as Agrarian Engineering in Horticulture and Plant Protection, Integrated Diploma of Second Degree.
In the years 2009-2011 has completed the Master of Science (MSc) in Horticulture at the Agricultural University of Tirana. In 2017 has obtained the scientific degree “Doctor of science” in the field agriculture and environment at the Agricultural University of Tirana.
She has worked at the Agency for Agricultural and Rural Development at the Ministry of Agriculture and at the University College “Qiriazi” as as the Head of the Office of Foreign Relations and Advisory for Career. She is author of publications in scientific journals.
Dr. Oreta Saliaj
Oreta Saliaj in the year 2006 has graduated at the Faculty of Social Sciencies at the University of Tirana. In 2011 obtained the degree Magister (Msc) in the field of Public Administration at the University of South Eastern Europe. In 2014, she obtained the titel of Doctor of Science (Dr.sc) in the field of political science at the University of South Eastern Europe. She has writen many articels published in national and international scientific journals.
Dr. Llokman Mirtezani
He has completed the university studies at the University of Tetovo, while the post university studies and the doctoral degree at the University “Kirili e Metodi” in Skopje, with profile in European Integration.
For a long time he has worked as a translator of many academic books and expert on European affairs for many national and international organizations. He has published several scientific articles in the fields of politics and public managment as well as in the field of European Integrations. Actually, he is lecturer at the ISPE College.
Getoarb Hoti
Mr. Hoti has completed the Bachelor and Master studies at the Faculty of Civil Engineering and Architecture, Department of Architecture at the University of Pristina. He has also studied a Bachelor degree in Economy with profile: banking, finance and accounting and the Master studies in European Studies profile European Economic Integration at the ISPE College. He has participated in a number of debates, conferences and seminars. Actually, he works as architect as in committed as teaching assistant at the ISPE College.
Dr.Bajram Ibraj
Prof. Bajram Ibraj has graduated in the High School of Ministry of Internal Affairs, Faculty of Police. The post graduated studies at the Univeristy of Tirana, Faculty of law, while the Doctoral studies has completed at the European University of Tirana, faculty of Social Sciencies, profile Political Science and International Relations in Tirana.
Prof. Ibraj has a distinguishedcareer in the State Police of Albania and hold the grade general (ret), he was also the General Director of the State Police of Albania in the years 2002 -2007. He is the author of several publications on the role of police in the security sector.
Actually, he is lecturer at the ISPE College.
Prof.Dr. Gjon Culaj
Dr. Gjon Culaj has completed the post graduated studies in Paris, Master in Political Sciencies, profile: strategic studies at the University paris 13 and the doctoral studies in Political Sciencies at the University Paris II. Prof. Culaj has taken part in a dozens of scientific conferences and seminars, during his career he has worked as political analyst for several international governmental and non-governmental organisations.
Actually, he is lecturer at the ISPE College.
Adea Hasi
Was born in Gjakova in 1996. She has graduated at the programe of “European Integrated Studies” at the ISPE College. Actually, she continues the Master studies for Diplomacy at the South-Eastern European University in Skopje, Macedonia. She has taken part in several conferencies and seminars in the region such as in Macedonia, Albania and Turkey and is the author of several researching papers. Actually, she is committed as assistant at the ISPE College.

Elton Tota
Lawyer, specialized in European and International Law (LL.M) at the University of Bremen in currently continuing PhD studies at the University of Chemnitz (Germany) in the field of EU law.
Mr. Tota has an immense working experience in various national and international institutions present in Kosovo. In the capacity of legal expert he has been committed for different EU projects implemented in the field of rule of law by organizations such as: NDI, GIZ, GIZ International, B&S Europe, KLSC. Through providing consultancy, legal analysis and conducting research studies he has contributed in support of the domestic institutions, especially for the Assembly of Kosovo and Ministry of Justice in enhancing the capacities in drafting legislation, its harmonization and approximation in line with the EU acquis.
Mr. Tota is committed in lecturing the modules of EU law profile such as: “European Union Law”, ”Judicial Protection in the EU” and the “European Union Competition Law and Policy”.
Dr. Mariela Lazi
Was born in 18 of January 1984 in Tirana, Albania.
In 2006 she has completed BA and Msc in Clinical Psychology at the University of Tirana, Faculty of Social Sciencies, where later in 2015 has obtained the PhD degree in Psychology.
Since 2006 she was committed as lecturer at several universities in the Republic of Albania such as: the University “Aleksander Xhuvani” Elbasan, Faculty of Social Science; at the University of Tirana, Faculty of Social Science; at the University “Fan S. Noli” in Korca; at the Academy of Security Studies in Tirana. She has also been committed as researcher at several civil society organizations, and has participated in a number of national and international conferences and trainings.
She is author and co-author of severeal books such as: “Cognitive approach to teaching and education: speech, mental images and knowledge”, “Qualitative analysis of information- cognitive approach of mind”, “The component of care and control in the family, in school and its impact on the growth of psychologically healthy children”, etc.
Dr. Ahmet Nuredini
Was born in 5th of March 1972 in Ferizaj. He completed the basic university studies at the Faculty of Law of the University of Pristina in 1997, where he also completed the post graduated studies in 2011.
In 2016, he completed the doctoral studies at the European University of Tirana, profile the Public Law.
He has participated in various seminars and national and international conferencies concerning security issues, including the advanced studies on security in Marschall Center in Germany. He was the Head the Deputy Head and the member of several working groups for drafting legislation, secondary legislation and national strategies.
Actually, he works at the Kosovo Police and is also lecturer at the ISPE College.
Prof. Fejzi Lila
Has completed the PhD studies and obtained the title Doctor of science in “Political Sciences and International Relations” at the European University of Tirana
Mr. Lila is member of Diplomatic Academy of Albania and cooautor of the book “Albanin leadership through the history of army” and also the author of many ther publications as well as participant in many national and international conferencies. He has performed important tasks for the state of Albanian in the management of nationally-dimensions companies.
Dr. Lila has an immense teaching experience in universities of the region. Actually, he is a full time lecturer at the ISPE College.
Prof. Muhamet Hajdari (Phd cand)
He was born in 28th of May 1985 in Gilan. He has completed the basic university studies at the University of Pristina in 2007 at the faculty of economy, in profile Menagement and Informatics. In 2014 he has also completed the post university studies in Menagement and Informatics at the Ilyria College. Actually, he continues the PhD at the Agricultural University of Plovdiv in Bulgaria. He is branch manager of Raiffaizen Bank in Gilan and also lecturer at the ISPE College.

Prof. Hamëz Rama
Has completed the Master studies in the field of economy at the University of Pristina, while has obtained the title doctor of science at the International University of Struga in Macedonia. He has an immense managing working experience in economic enterprises, banking sector and that of local governance.
He has been party of many researching projects, strategic plannings and development plans in the field of agriculture, marketing and business. For a long period of time he has worked as expert in the National Qualification Authority (NQA) for the accreditation of institutions and validation of accademic programs. He has taken part in many scientific conferencies and is the author of several scientific publications.
Prof. Lirim Zorra
He has completed the basic university studies at the Faculty of Philosophy, Department of Political Sciences at the University of Pristina. While his master studies at the ISPE College in the program of European Studies with profile EU Policies. He has been part of civil society and also committed in various projects.
He is committed as assistant lecturer at the ISPE College.
Prof. Nuredin Ibishi
Prof. Nuredin Ibishi has graduated the Faculty of Law and also the post university studies at the University of Pristina. He continues PhD studies at the SULSIT State University of Sofia in Bulgaria.
He is also graduated in the Army Academy and all the levels of police education of the Police Academy of Kosovo in the years 1999-2003. He has served as Commander of the first generation of the Kosovo Police Service (KPS) and has performed many functions in the institutions relating to the security issues such as the Adviser in the MIA, Adviser for the Security issues in Government of Kosovo, Member of Assembly of Kosovo, Vth legislation 2014-2018.
During the war in Kosovo he was the Army Chief of Staff of the ZOLL of KLA (Kosovo Liberation Army). Prof. Ibishi has also been committed as senior consultant for the law and security issues in many international projects implemented in Kosovo such as: 3SD, UNDP in support of the Kosovo Assembly’s Parliamentary Committee on the Supervision of the Security Sector and the Parliamentary Committee on Human Rights.
Prof. Ibishi is very active with analysis in the field of security issues. Since several years he is also lecturer at the ISPE College.
Prof. Burim Ramadani
He has completed the basic university studies for Political Sciences and Public Administration and the University of Pristina. He is also graduated in “George C. Marshall – European Center for Security Studies” in Garmisch-Partenkirchen, Germany. He is the founder of the Security Policy Research Center – SPRC and very active in the field of security issues and projects related to it.
He is the author of the book: “State of Communities: in implementation of the Ahisaari Plan”. Currently he is Deputy Minister of the Ministry of Kosovo Security Force (KSF) and also lecturer at the ISPE College.
Prof. Arbër Gorani
He has an immense career of working in both domestic and international institutions. He has been committed in foundation and consolidation of security institutions of Kosovo as well as of the Ministry of Internal Affairs (MIA). Prof. Gorani has worked for international organizations in Kosovo such as UNDP, OSCE and for many other institutions with relevance to the field of security. He is also a lecturer at the ISPE College.
Prof. Dr. Bengt Beutler
Prof. Beutler is one of the most renowned professors not only in the federal level of Germany but also in international level. Prof. Dr. Bengt Beutler has an immense working experience in the field of European Studies. He is also lecturer at the Universities of Bremen and Hamburg (in Germany).
During his career Prof. Beutler has also worked as judge in Paris in the year 1978 and also in Bremen in the years 1995-1997. Prof. Beutler has also taken part in different EU programs within the framework of Stabilization and Association Agreement with Romania, Hungary and Croatia.
His many years of experience in the field of law strongly related with the field of European studies is told through the prices he was awarded in the field of academic life, he was also honored with Honoris Causa from the University of Bremen.
Prof Beutler is lecturer and also member of Council of the ISPE College.
Prof. Gazmend Morina
He was born in 1984 in Gexhë, Rahovec. His bachelor and master studies in the field of economy he completed at the University of Pristina. Since June 2008 he workes at the Independent Commission for Mines and Minerals in the position of Senior officer for Finance and Assets.
He is trained and specialized in the field of public finances and accounting. He is a member of the Association of Certified Accountants and Auditors of Kosovo.
He also works for the Kosovo Anti-Corruption Agency as an authorized contact person for property declaration issues and gifts of senior public officials in Kosovo’s institutions.
From the academic year 2013/14, he is a lecturer at ISPE College in the filed of Finance and Accounting.
Prof. Muhamer Pajaziti
Prof Muhamer Pajaziti has completed the university studies at the Faculty of Law of the University of Pristina while later has also completed the post university studies in the field of European and International Law at the University of Bremen. He continues the PhD studies at the Technical University of Chemnitz in Germany.
Prof Pajaziti is founder of the Organization for Regional Cooperation and European Integration (ORCEI). He has worked as legal expert for many national and international organisations such as NDI, KLSC. Since a long time he has been dealing with journalism and present in the daily media. He is editor in the regional news agencies of BalkanEU and INA. Prof. Pajaziti is lecturer at the ISPE College in the modules of “Fundamental Freedoms in the EU Market” and “EU Structural Funds and Cohesion Policies”
Prof. Dr. Samedin Mehmeti
Prof. Dr. Samedin Mehmeti has completed his Bachelor studies in the Law Faculty in the University of Prishtina. In 2009 he completed the post-university specialization at the University of Sarajevo, in Bosnia and Herzegovina in the field of Security Studies, and in 2011 he completed the PhD studies in the field of Criminology.
Prof. Mehmeti has a brilant career in the field of security studies and security policies. He is the author of many scientific publications.

Prof. Fitor Ollomani
Was born in Kukes in 19 June 1985, he completed the university studies at the department of Albanian language and literature at the University of Tirana, faculty of history and philology, where he also completed Master studies in the year 2011 and the PhD studies in the year 2015.
In the field of teaching at university level he has been committed since 2008 at several Universities of the Republic of Albania such as: the University of Tirana at the faculty of foreign languages, University of Durres “Alaksandër Moisiu” at the faculty of education and University of Elbasan “Aleksandër Xhuvani” at the faculty of natural sciencies.
Since 2009 he has been committed as specialist for curriculum and quality for social sciences at the Regional Educational Directorate of Kukes. He has been committed as a consultant, researcher and trainer with many organizations operating in the field of education. He has participated in a number of conferences at national and international level, and is the author of a number of scientific articles.
